This rule requires that the publishers and bookstores sell comics that contain sex crimes, to be sold to people aged over 18 years. This prohibition applies also to the comics that the content is too excessive.
10 publishers immediately protested this rule and stated that they would boycott the largest comic book exhibition in Japan, "the Tokyo International Anime Fair", which will take place in March next year. The exhibition was initiated by Tokyo Governor, Shintaro Ishihara. Ishihara is the man who pushed sales restrictions comics and animation that is considered unhealthy in Tokyo. This step is to change the image of Japan which is known as the center for distributing child pornography.
Having pornographic content is not something that is considered criminal, although producing and distributing pornographic content deemed illegal in Japan. Since the proposal was put forward earlier this year, the cartoonist immediately issued a protest. They assess the proposal violates their freedom of expression.
Comics are very popular in Japan, from romance to fantasy stories. But the porn comics very well-loved by the Japanese adult.
